It's called the DoubleCAD XT and it is an AutoCAD LT work-alike.  But free.

Less than 60 MB in size, the DoubleCAD XT will make you feel at home, the interface is similar to that of the LT's, it even has sketch constrains unlike the LT.

If you want a version with more features they also have the DoubleCAD XT Pro for almost half the price of the XT.

This is what the brilliant guys at the University of Toronto just did. They came up with a way to use digitizing in 3D to create a 3D curve sketch that can be transformed to your modeling software to turn it into an actual 3D model.
